The TERI–MNRE joint policy paper represents a formalized commitment to the strategic advancement of India’s clean energy transition through the rigorous application of decentralized renewable energy solutions. Developed through a high-level collaborative framework, the document incorporates significant multi-stakeholder insights gathered during the MNRE consultative workshop. This participatory process reinforces the critical necessity for integrated, inclusive, and scalable approaches that bridge the gap between universal energy access and sustainable livelihood development. By synthesizing diverse institutional and grassroots perspectives, the paper provides a cohesive roadmap for aligning decentralized infrastructure with national socioeconomic and climate objectives.
